Work Package 1 – Coordination

Overview

Work Package 1 ensures the strategic, administrative and financial coordination of the Joint Action throughout its entire duration. Its primary focus is to provide a robust governance framework that enables all partners to collaborate effectively, fulfil their obligations under the Grant Agreement, and advance the Joint Action’s objectives in a coherent and well structured manner.

WP1 establishes the organisational backbone of the Joint Action by managing consortium governance, coordinating knowledge flows across all Work Packages, and ensuring accurate and timely technical and financial reporting. Through these functions, WP1 safeguards compliance, promotes efficient communication, and supports smooth implementation across the entire consortium.

Objectives

WP1 pursues a comprehensive set of coordination and management objectives designed to maintain operational continuity and ensure transparent, accountable project execution:

  1. Establish a functional and efficient management structure. Set up and operate the Joint Action’s governance system, including meeting structures, decision making processes and coordination mechanisms among partners.
  2. Develop and implement a knowledge management framework. Ensure consistent communication, documentation and information sharing across Work Packages, supporting effective monitoring of progress, milestones and deliverables.
  3. Create and oversee a reporting and financial management system. Implement structured procedures to support technical and financial reporting, ensuring timely submission, accuracy and compliance with EU requirements.

Key Activities

WP1 delivers a coordinated set of operational and management activities across three core tasks:

Consortium Management (Task 1.1)

Planning and organising all consortium level meetings, including Steering Committee, technical meetings and ad hoc coordination sessions. This task ensures that the Joint Action’s governance bodies function effectively and that all partners remain aligned with strategic objectives and implementation timelines.

Knowledge Management (Task 1.2)

Maintaining regular communication with Work Package Leaders and partners through email, teleconferencing and in person meetings. WP1 oversees the shared document repository, supports progress monitoring in collaboration with WP2 – Evaluation, and assists WP3 in keeping the Joint Action website and newsletters up to date. Secure digital platforms (e.g., Teams, Webex) are used to facilitate internal communication.

Technical and Financial Reporting (Task 1.3)

Managing continuous reporting as well as the preparation and submission of the Interim and Final Technical and Financial Reports. WP1 coordinates periodic collection of partners’ financial and technical data, compiles consolidated reports in the project’s management system, and organises workshops to guide partners in fulfilling their reporting obligations.

Expected Outcomes

WP1 is expected to deliver a coherent and well coordinated framework that underpins the smooth operation of the entire Joint Action. Key outcomes include:
  • A fully operational and transparent management and governance structure
  • Efficient mechanisms for internal communication, document sharing and progress monitoring
  • Timely and accurate technical and financial reporting to the European Commission
  • Improved coordination and alignment across Work Packages
  • Consistent documentation and effective oversight of implementation progress
  • Strengthened accountability and compliance with the Grant Agreement
Ultimately, WP1 ensures that the Joint Action remains well governed, strategically aligned and administratively sound, enabling all partners to deliver their contributions effectively and maximise the impact of the programme.

Work Package 2 – Evaluation

Overview

Work Package 2 ensures that the Joint Action is implemented as planned, delivers high quality outputs, and achieves the objectives defined in the Grant Agreement. Its main role is to provide continuous, structured and evidence based evaluation of activities, deliverables and pilot actions across all Work Packages.

WP2 establishes the evaluation backbone of the Joint Action by monitoring progress, developing methodological tools and indicators, and assessing the relevance, quality and usability of the outputs produced. Through these functions, WP2 supports transparency, enables continuous improvement, and ensures that the Joint Action generates meaningful impact for the NCAPR network.

Objetives

WP2 pursues a comprehensive set of evaluation objectives designed to ensure quality, consistency and added value throughout the Joint Action:

  1. Verify implementation according to plan. Ensure that activities and deliverables are produced on time and in line with the commitments set out in the Grant Agreement.
  2. Evaluate the quality, relevance and impact of outputs. Assess whether deliverables meet high standards, respond to the needs of national authorities and contribute to the NCAPR network.
  3. Develop and apply an evaluation framework and indicators. Define quantitative and qualitative measures to assess progress, performance, outcomes and impact across all Work Packages.
  4. Monitor implementation and transfer activities. Follow the progress of pilot actions and assess feasibility, challenges and practical applicability of tools developed by technical WPs.
  5. Collect and incorporate stakeholder feedback. Gather structured input from participants, WP Leaders and the NCAPR network to inform assessments and recommendations.

Key Activities

WP2 delivers a coordinated set of evaluation and quality assurance activities across three core tasks:

Evaluation of Activities and Progress (Task 2.1)

Development of a structured evaluation framework—drawing on methodologies from previous Joint Actions—to assess progress at key milestones (M12, M24, M36), with additional checks when necessary.

An evaluation tool will be created to help technical WPs monitor their own progress, identify challenges and report barriers. WP2 will assess the usefulness and applicability of the tools produced across the Joint Action and provide recommendations to ensure they meet the expectations of the NCAPR network.

Quality Assurance (Task 2.2)

Definition and application of quantitative and qualitative indicators, covering process, output, outcome and impact dimensions. WP2 collects, verifies and aggregates data from technical WPs to produce evidence based assessments of the quality and robustness of deliverables and activities.

Assessment of Efficient Collaboration (Task 2.3)

Evaluation of how effectively Member States and stakeholders collaborate on pricing and reimbursement activities within the Joint Action. WP2 will analyse success factors, challenges and limitations of collaborative work, with a particular focus on the feasibility assessments (and pilots, if developed) under WP7 using orphan medicines as a case study.

WP2 is expected to deliver a systematic and high quality evaluation framework that strengthens the credibility, usefulness and impact of the Joint Action. Key expected outcomes include:

  • A comprehensive evaluation framework with well defined indicators
  • Regular, evidence based assessments of activities and deliverables
  • Improved quality, usability and relevance of outputs
  • Clear identification of challenges, barriers and lessons learned
  • Enhanced understanding of collaboration dynamics across Member States
  • Actionable recommendations to support continuous improvement

Ultimately, WP2 ensures that the Joint Action remains accountable, produces high quality results and generates meaningful impact for the NCAPR network.

Work package 3 – dissemination

Overviewo

Work Package 3 focuses on ensuring the visibility, accessibility and impact of the Joint Action’s activities and results at both national and European levels. Through structured communication and dissemination efforts, WP3 aims to reach competent authorities, relevant stakeholders, and the broader public health community, supporting awareness, engagement and long term uptake of the project’s outputs.

WP3 develops and implements communication strategies, facilitates stakeholder participation, and ensures that the Joint Action’s progress and achievements are shared effectively. By leveraging existing platforms—particularly the NCAPR network—and creating clear dissemination pathways, WP3 reinforces transparency and enhances the overall influence and sustainability of the Joint Action.

WP3 pursues a defined set of objectives to maximise outreach and ensure that the project’s results are communicated widely and meaningfully:

  • Ensure that results and deliverables reach relevant stakeholders. Facilitate access to the Joint Action’s outputs for competent authorities, policymakers, experts, and the broader network of stakeholders involved in pricing and reimbursement.
  • Actively engage stakeholders throughout the project. Promote participation, dialogue and collaboration through targeted communication activities and dedicated engagement mechanisms.
  • Define a comprehensive dissemination strategy and related KPIs. Develop a structured Communication & Dissemination Plan, supported by measurable indicators to monitor performance and optimise impact over time.

Key Activities

WP3 delivers a coordinated set of communication and dissemination activities across two primary tasks:

Defining the Dissemination Strategy and Communication Plan (Task 3.1)

Development of a comprehensive Communication & Dissemination Plan to ensure high visibility and impact for the Joint Action. This includes:

  • Designing an internal and external dissemination strategy
  • Establishing communication pathways with diverse stakeholder groups
  • Setting specific, measurable goals and defining key performance indicators (KPIs)
  • Creating a framework to monitor, evaluate and adjust dissemination efforts over time

Utilising NCAPR as a Primary Communication Channel (Task 3.2)

Leveraging the NCAPR network as a central platform for sharing updates, deliverables and key messages. This ensures that communication is efficient, trusted and anchored in an existing community of practice. Using NCAPR as a dissemination hub will also support continuity of communication activities beyond the end of the Joint Action.

Expected Outcomes

WP3 is expected to deliver a coherent and effective dissemination framework that enhances visibility, supports stakeholder engagement and strengthens the Joint Action’s overall impact. Key outcomes include:

  • A clearly defined and operational dissemination and communication strategy
  • Engaged and informed stakeholders actively contributing to the Joint Action
  • Increased visibility of project results at national and European levels
  • Effective use of the NCAPR network as a long term communication platform
  • Measurable improvements in outreach and impact through defined KPIs

Ultimately, WP3 ensures that the Joint Action’s achievements are shared widely, understood by key audiences and integrated into broader policy and practice discussions.

Work Package 4 – Sustainability

Overview

Work Package 4 focuses on ensuring that the results, tools and frameworks developed throughout the Joint Action remain relevant, usable and impactful beyond its duration. WP4 establishes the strategy, processes and supporting tools needed to secure mid  and long term sustainability, ensuring that the Joint Action’s outcomes continue to benefit national pricing and reimbursement (P&R) bodies and the broader NCAPR network.

Building on existing collaboration across Member States, WP4 works to integrate the Joint Action’s results into national and European practices, address potential barriers to sustainability, and promote continued adoption and implementation of the developed deliverables. By aligning with the Joint Action’s overall objectives and with the needs and ambitions of the NCAPR group, WP4 ensures that the project’s contributions deliver lasting value.

Objectives

WP4 pursues a set of strategic objectives designed to support long term sustainability and foster continuity of impact:

  1. Define a comprehensive sustainability strategy and action plan. Establish a clear, structured framework outlining how the Joint Action’s outputs can be maintained, implemented and further developed after the project ends.
  2. Support technical WPs in ensuring the usability and durability of their deliverables. Work collaboratively with WPs 5–7 to ensure that outputs are practical, relevant and suited to the needs of HTA organisations and, in particular, national P&R bodies.
  3. Identify factors that enable or threaten long term sustainability. Analyse barriers, facilitators and contextual factors that may influence the adoption and continuity of the Joint Action’s results.
  4. Strengthen cooperation across national P&R bodies to influence policy environments. Leverage existing networks and partnerships to enhance the acceptance and integration of the Joint Action’s outputs at national and European levels.
  5. Contribute to assessing the relevance and potential impact of deliverables. In alignment with WP2, examine how the outputs address unmet needs and support the long term goals of the NCAPR network.

Key Activities

WP4 delivers a structured sequence of sustainability oriented activities across four main tasks:

Development of the Sustainability Tool (Task 4.1)

Creation of a Sustainability Tool adapted from the model used in the JA TERROR. The tool will be comprehensively adjusted to reflect the specific context, objectives and outputs of JA CAPRICORD. It will serve as the basis for assessing and planning sustainability efforts across the project.

Implementation of the Sustainability Tool (Task 4.2)

Use of the Sustainability Tool to support a shared understanding among partners of what sustainability means in the context of JA CAPRICORD and which elements are essential to ensure that deliverables endure over time.
The tool will guide the monitoring of WPs 5–7 and help identify priority outcomes and sustainability options. Lessons learned from tools used in past JAs such as SHARP and TERROR will inform this process.

Establishment of the Sustainability Plan and Environment (Task 4.3)

Based on the tool and on collaboration with the NCAPR network, WP4 will draft a Sustainability Plan outlining key steps, responsibilities and pathways for long term use of JA CAPRICORD results. The plan will analyse the legal, organisational and stakeholder landscape to identify optimal sustainability approaches.

Finalisation of the Sustainability Plan (Task 4.4)

The Sustainability Plan will be refined and finalised into an actionable document that can guide stakeholders—particularly the NCAPR group—after the end of the Joint Action. The final version will incorporate feedback, lessons learned and updated contextual considerations to ensure broad applicability and usability.

Expected Outcomes

WP4 is expected to deliver a solid foundation for long term adoption and maintenance of the Joint Action’s outputs. Key expected outcomes include:

  • A clear sustainability strategy and actionable Sustainability Plan
  • A customised Sustainability Tool adapted to JA CAPRICORD needs
  • Stronger integration of deliverables into national and European P&R practices
  • Identification of key enabling factors and barriers for long term uptake
  • Reinforced cooperation and shared ownership across the NCAPR network
  • Increased likelihood that tools and methods developed by WPs 5–7 remain in use and continue evolving after the project closes

Ultimately, WP4 ensures that the Joint Action’s results have enduring impact, supporting sustained collaboration and innovation in pricing and reimbursement across Europe.
